Morgan J.m. Halloran

Deputy Counsel at New York State Senate

Morgan J.M. Halloran serves as Deputy Counsel for the New York State Senate since September 2013, where responsibilities include managing a team of counsel and finance professionals to advance Conference priorities and providing analysis on complex legislative proposals related to various insurance policies. Halloran has held preceding roles within the Senate, including Floor and Assistant Counsel, Committee Director and Counsel for the Insurance Committee, and Legislative Director and Counsel, focusing on health and consumer protection legislation. Previous experience includes positions as a legal intern at The Health and Welfare Council of Long Island and the New York State Senate, along with roles that provided foundational legal knowledge and legislative experience. Morgan J.M. Halloran holds a Juris Doctor from Touro College Jacob D. Fuchsberg Law Center and a Bachelor of Science in Biology-Economics-Business from Moravian College.
