David C. Bartlett

David C. Bartlett serves as the Vice President of Federal Regulatory Affairs at Nokia, focusing on regulatory policy activities in North America since January 2023. Prior to Nokia, Bartlett held the same title at Lumen Technologies and previously at CenturyLink, where significant achievements included securing crucial legislative language in the "Secure and Trusted Communications Networks Act" and leading federal approval processes for major acquisitions. Earlier roles include establishing the federal government affairs office at Embarq Corporation, directing federal regulatory affairs at Alltel Communications, and serving as an attorney for regulatory compliance at Winstar Communications.
