Megan McCarter

Megan McCarter is the Interim Chief Academic Officer, Instructional Services Executive Director. She joined Northwest Regional ESD in July of 2021. In this role, Megan oversees several programs, including Attendance Services; English Language Learner; Migrant Education; Northwest Promise; Outdoor Science School; Professional Learning; Research, Assessment and Evaluation; School Safety and Prevention and STEM Hub.

Megan previously worked as principal of Scott Elementary School in Portland, Oregon. During her time there, she rebuilt the school’s leadership team to reflect the racial diversity of the school community and started weekly social justice lessons with students. The percentage of students in the Spanish immersion program who met or exceeded reading growth targets increased from 22% in the spring of 2019 to 52% in the winter of 2019. Megan received a Master of Education in school building leadership from Columbia University. She also holds a Master of Arts in teaching and Doctor of Education from National Louis University.
