Samer Rashed is an experienced Monitoring, Evaluation and Learning Manager currently leading the MEL unit for the Norwegian Refugee Council in Palestine, overseeing activities in both the West Bank and Gaza. Samer is responsible for providing technical MEL support, guidelines, and training across the Country Office, ensuring quality control of all monitoring and evaluation activities throughout the project cycle management (PCM) process. Previously, Samer held positions as Monitoring and Evaluation Coordinator and Planning, Monitoring, Evaluation and Reporting Coordinator at Lutheran World Federation, where responsibilities included developing comprehensive monitoring and evaluation frameworks and impact indicators. Samer's career began at The International Committee for the Development of Peoples as a Monitoring and Evaluation Officer. Samer holds a Master's degree in Marketing Management from Eastern Mediterranean University and a Bachelor's degree in Marketing from Birzeit University.
