Sheila Hines

Sheila Hines is an experienced Project Manager specializing in Bituminous Construction at NOVA Engineering and Environmental, LLC since January 2018. Prior to this role, Sheila served as the State Bituminous Construction Engineer at the Georgia Department of Transportation from June 1998 to January 2018, where responsibilities included oversight of the Asphaltic Concrete/Flexible Pavement Program and management of multiple work units focused on asphaltic concrete mix design and materials testing. Sheila also held the position of Bituminous Technical Services Manager, leading a team of engineers and addressing complex field construction issues. Sheila holds a Bachelor of Science in Civil Engineering Technology from Southern Polytechnic State University.
