Liz Barter

Liz Barter currently serves as the Assistant Director of Specialist Learning Disabilities & Children and Young Adults Domain at Harrow Council, a position held since December 2024. With significant experience in leadership roles across various organizations, Liz has been an Independent Reg 44 Visitor and QA Officer for Children's Homes at NYAS since December 2018. Previous positions include Head of Adult Disabilities Service at Hertfordshire County Council, where leadership of multi-disciplinary teams ensured compliance with statutory responsibilities under the Care Act 2014. Liz has also held roles such as Head of Quality & Safeguarding at Active Care Group, Inspector for Mental Health Hospitals at Care Quality Commission, and multiple management positions in substance misuse services. Liz possesses an extensive educational background, including a Postgraduate Diploma in Social Work and an MSc in Clinical & Public Health Aspects of Addiction.
