Housing Justice Attorney at Oakland City Attorney's Office

Scott Hugo is a Housing Justice Attorney at the Oakland City Attorney's Office, working on the Housing Justice Initiative. Scott is also a Neighborhood Law Corps Attorney fighting for justice in Oakland neighborhoods. Scott was a Harvard Law School Public Service Venture Fund (PSVF) Fellow at Coro Northern California, where Scott served as Lead Bay Area Fellow. Prior to their current roles, Scott worked as an Assistant Professor of Practice at Mills College and gained experience in various legal and public service positions, including at the Legal Services Center of Harvard Law School and the Greater Boston Legal Services. Scott holds a JD from Harvard Law School and a MPP from Harvard Kennedy School, among other degrees.

Oakland City Attorney's Office

The Office of the City Attorney defends Oakland’s interests and resources in court and initiates legal action to secure justice and protect the rights of Oakland taxpayers and residents. We draft and review ordinances and resolutions and sponsor legislation along with members of the City Council. We aggressively and strategically negotiate major agreements, approve as to form and legality all contracts and help to shape Oakland’s policies. And we provide expert legal advice to City leaders and officials including the Mayor, City Council, City Auditor, City Administrator and City departments, boards and commissions.
