Elizabeth (Liz) Gibboney became the Chief Executive Officer of Partnership HealthPlan of California (PHC) in July, 2015, after over 22 years in leadership roles at the health plan. Most recently, Liz was the Deputy CEO/Chief Operating Officer, where she had responsibility for health plan operations and the organization’s three regional offices. Liz was integral to PHC’s numerous geographic expansions from serving one county in 1994 (Solano County) to the 14 served across Northern California today.
During her tenure at PHC, Liz also worked on key program expansions related to Medicare D-SNP, Healthy Kids, and Healthy Families. As CEO, she is now responsible for development and general management of the 570,000 member health plan, with an estimated annual revenue of $2.6 billion. Liz is a board member of Aldea Children and Family Services, a mental health provider and foster care agency in the Napa/Solano area, and Local Health Plans of California, the association of California’s MediCal-focused health plans. She is also on the Board of the Integrated Healthcare Association, a regional health care improvement collaborative.
Liz is a graduate of the University of California, Davis, and California State University, Sacramento.
