Kelsey Burns is a Senior Counsellor at the OECD Directorate for Education and Skills, with extensive experience in science, technology, innovation, and digital policy. Since December 2013, Kelsey has served as a key liaison with the OECD Secretary General's cabinet and has contributed to strategic planning and staff management within the directorate. Prior to this role, Kelsey spent six years as a Counsellor and Head of Strategic Communications for the OECD Trade and Agriculture Directorate. Kelsey’s early career includes positions at the U.S. Department of Commerce, the Office of the United States Trade Representative, and the National Institute of Standards and Technology, where expertise in international trade and policy was developed. Kelsey holds an MA in Communication, Culture, and Technology from Georgetown University and a BA in English from Concordia University Irvine, along with studies at New York University and the University of St Andrews.
