Matthew Rhoades

Assistant DNI, Legislative Affairs at Office of the Director of National Intelligence

Mr. Matthew Rhoades is the Assistant Director of National Intelligence. In this role, he serves as the senior advisor to the Director of National Intelligence on all matters related to Congressional oversight requirements, counsels other senior leaders on Congressional interest items, and coordinates the legislative activities of the 18 Intelligence Community elements.

Since 2019, Mr. Rhoades has served as a professional staff member for the House Committee on Armed Services. In this role, he managed the Indo-Pacific role for the committee, conducting oversight of U.S. military activities in the region, engaging representatives from foreign countries in the region, and drafting legislation impacting U.S. military activities in the regoin through the National Defense Authorization Act.

From 2018-2019, Mr. Rhoades served as the Managing Director for the Cybersecurity and Technology Program at the Aspen Institute. Prior to that, he was the Director for Legislative Affairs at the National Security Council from 2016 to 2017 and served as a special assistant and chief of policy in the Office of the Assistant Secretary of Defense for Legislative Affairs from 2015 to 2016. Mr. Rhoades holds an M.A. in Political Science from the University of Missouri-Kansas City and a B.A. in Anthropology from the University of Kansas.
