David Barnard

Africa Policy Advisory Board Member at The ONE Campaign

David Barnard is a South African development expert with more than 25years’ experience in development, philanthropy, civil society and ICT4D issues in Africa.

Recently Barnard was the Vice-President: Africa at TechSoup (2013-2016), Executive Director of the Southern African NGO Network (SANGONeT) (2000-2013) and Manager of the Programme for Development Research at the Human Sciences Research Council (1992-2000). He also served on the e-Skills Council and Presidential National Commission on the Information Society for Development in South Africa, and Board of NTEN: The Nonprofit Technology Enterprise Network in the United States.

Barnard has extensively published and presented on issues relating to development and ICT4D in Africa. His areas of expertise include the role of the international development, funding, philanthropy and NGO sectors in Africa, corporate citizenship and the contribution of information and ICT in support of development processes.

Barnard holds BA and BA (Hons) degrees (both cum laude) from the University of Stellenbosch, South Africa, and has participated in management training at Cranfield University in the United Kingdom, and City University of New York.
