Orange County Comptroller
Kathy Campbell, PHR, has extensive experience in payroll systems management and human resources, currently serving as the Assistant Manager of Payroll Systems at the Orange County Comptroller since June 2008, following a role as Senior Payroll Systems Coordinator. Prior to this, Kathy held positions including Technical Delivery Team Manager at EDS, Resource Manager at Aon Consulting, and Business Analyst at AT&T. Kathy holds a Bachelor's degree in Human Resources Management/Personnel Administration from Barry University and has completed multiple educational programs through Oracle University as well as training from the American Payroll Association.

The Comptroller is an elected official answering directly to the citizens of Orange County and serves as a check and balance for the public in the use of County resources. This results in heightened levels of transparency, the protection of public assets, and the greatest accounting integrity possible. Services performed by the County Comptroller can be classified into three broad categories: Financial, Audit, and Records Administration. The Comptroller’s specific roles include serving as chief financial officer, county auditor, Clerk of the Board of County Commissioners, recorder of official records, and custodian of county funds and records.
