Scott Blackley is the Chief Transformation Officer at Oscar, where he oversees accounting, financial planning and analysis, actuarial, corporate development, sales and network.
Scott previously served as the Chief Financial Officer of Capital One, where he served on the Executive Committee and was responsible for leading the overall financial management of the company and advancing its financial and strategic agenda. These responsibilities included accounting, corporate tax, strategic and financial planning, funding and treasury operations, corporate finance, investor relations, and corporate development. Prior to Capital One, Scott held various executive positions at Fannie Mae, most recently as Senior Vice President and Chief Financial Officer of the Capital Markets Group.
Scott holds a bachelor’s degree in Accounting from the University of Utah. Scott’s early career included senior roles in consulting and public accounting, including an appointment to the US Securities and Exchange Commission as a Professional Accounting Fellow and as a Partner with KPMG, LLP.
