Richard Sinclair

General Counsel at Ottawa-Carleton District School Board

Richard Sinclair is the OCDSB’s General Counsel, and has responsibility for ensuring that the District receives efficient and cost effective legal services. In addition to providing legal services, Richard also has responsibility for all of the District’s labour relations functions, as well as Risk Management and Privacy.

Richard has a BA from Concordia University, an LL.B and LL.L from the University of Ottawa, and an MBA from Syracuse University. He was called to the bar of Ontario in 2005. Prior to joining the OCDSB, Richard practiced labour and employment law and civil litigation.

As General Counsel and a member of the senior team, Richard provides strategic advice to Senior Staff and supports leaders across the District on all manner of legal issues, including labour and employment matters, human rights, Suspension and Expulsion Appeals, governance issues, family law and custody disputes, and privacy law matters. Richard also oversees the Labour Relations department, which includes responsibility for collective bargaining, grievances and arbitrations, and workplace investigations, and he is responsible for the District’s Strategic Enterprise Risk Management program.
