Ray Armstrong has over 30 years of work experience in the field of Right of Way Services. Ray founded Overland Resources, Inc. in 1992 and operated and grew the national organization until it merged with Overland, Pacific & Cutler, Inc. (OPC). As President of Overland Resources, Inc., Ray was responsible for business acquisition efforts and project delivery in California. After the merger, they held various positions at OPC, including Vice President of Marketing, Chief Operating Officer, Director of Client Development, and Chief Executive Officer. In these roles, they focused on expanding the company's presence in Transportation, Housing, Water, Public Agency, and Disaster Recovery, and was responsible for carrying out strategic plans, setting objectives, and managing key departments. Prior to their role at Overland Resources, Inc., Ray worked as a Right of Way Manager at BSI Consultants from 1987 to 1992.

Ray Armstrong attended Western State College of Law from 1994 to 1996, but did not obtain a degree or specialize in a particular field of study during this period. Earlier, from 1982 to 1987, Ray studied at Cal State Fullerton, College of Business and Economics, where they earned a Bachelor of Arts degree in Finance/Real Estate. In terms of additional certifications, Ray has obtained the SR/WA certification from the International Right of Way Association, although the specific month and year of its acquisition are unknown.
