Colin Skeen-Smith

Colin Skeen-Smith is an experienced Consultant and Assurance Manager currently serving at Rutland County Council since October 2016, focusing on technical assurance for the BT fibre broadband rollout and supplier compliance. Colin has also provided consultancy for Oxfordshire County Council since October 2017, where responsibilities include preparing baseline data for Open Market Review consultations. Previous roles include Technical Assurance Consultant at Cambridgeshire County Council, Project Manager at Peterborough City Council overseeing the evaluation process for BDUK Superfast Broadband Project, and Programme E2E Delivery Manager at BT Openreach, managing BT’s NGA programme. Colin’s extensive experience in project and technical management is complemented by a degree in Physics from Durham University and a foundational education at Peterlee Grammar Technical School.
