Mark Miller

Mark Miller currently serves as a Senior Attorney at the Pacific Legal Foundation since July 2023. Prior to this role, Mark held various positions within the State of South Dakota, including Chief of Staff and General Counsel to Governor Kristi Noem from October 2020 to July 2023. Mark's extensive legal experience also includes serving as a Senior & Managing Attorney at the Pacific Legal Foundation from 2014 to 2020, and operating a solo practice at the Appellate Law Office of Mark Miller, P.A. from 2010 to 2014. Additional legal roles include leadership in the Appellate Litigation Department at Gary, Williams, et al. and clerkships at the U.S. District Court for the Middle District of Florida and the Fifth District Court of Appeal for Florida. Mark holds a Juris Doctor from the University of Florida and is currently pursuing a Master's degree in Non-Profit/Public/Organizational Management at the University of Notre Dame.
