Parra Consulting Group, Inc. is currently seeking a Senior FOIA Analyst to provide support in Washington, D.C.
This successful candidate will be responsible for the following:
- Ability to provide concrete examples of what each exemption is and instances where it would be applied.
- Knowledge and ability to apply guidance from the DOJ guide to FOIA, particularly as it applies to FOIA exemptions and in-depth.
- Ability to identify processing discrepancies made by subordinate personnel and to explain to them why the actions/response did not meet the requirements of the FOIA.
- Ability to analyze records received and determine if outside equity or additional internal coordination is required prior to release of the documents based on the content.
- Ability to find and analyze FOIA exemption 3 statutes and apply them, as applicable and determine if they apply when an SME cites them.
- Knowledge of the requirements for posting documents to the agency reading room.
- Knowledge of significant FOIA legislation
- Ability to read and interpret FOIA legislation and apply it to specific cases.
- Ability to apply the foreseeable harm analysis, clearly explain it to requesters and determine when disclosure is appropriate.
- Ability to analyze search criteria to determine if a reasonable search was conducted.
- Ability to do the balancing test between privacy and public interest and determine when release is appropriate.
- Knowledgeable of the reports function in the FOIA database and the ability to run reports to analyze performance.
- Ability to develop a response letter to clearly address all issues and to modify existing templates as required to fit a particular case.
- Ability to provide a comprehensive review as indicated by consistently providing a complete package ready for release to the review team.
Qualifications Required:
- Ability to obtain Public Trust
- No Degree Required
- 3-7 years of experience
- Freedom of Information Act, suggest significant understanding.
- Attention to detail.
- Sufficient command of the English language to be able to understand verbal and written communications and prepare correspondence that is grammatically and contextually correct.
- Reading comprehension sufficient to analyze content and reasonably determine requested information.
