Philip O'Donnell

Policy Manager (acting) at Payment Systems Regulator

Philip O'Donnell is an accomplished economist with extensive experience in regulatory and policy analysis within the UK. Currently serving as Manager at the UK Regulators' Network since July 2024, Philip leads various networks focused on cost of capital, supervision, and HR, among others, to enhance collaboration among member regulators. Previously, Philip held multiple roles at the Payment Systems Regulator, including Policy Lead Associate and Acting Policy Manager, where responsibilities included leading policy initiatives and economic analysis. From December 2016 to June 2019, Philip was Head of Policy Analysis at Which?, overseeing a team to support advocacy projects on various economic and consumer issues. Additional experience includes senior economist positions at the Department of Energy and Climate Change and the Department for Business, Innovation and Skills, contributing significantly to energy market reforms and economic development analysis, respectively. Philip holds an MSc and a BSc in Economics from The London School of Economics and Political Science.
