Ruth Hopkinson is an accomplished policy manager currently serving at the Payment Systems Regulator since May 2023. Previously, at HM Treasury from October 2020 to December 2022, Ruth held multiple senior roles, including Deputy Director for Business Tax Strategy and Projects, where leadership was provided for a team through significant organizational changes and government budgets. Ruth also led the Self-Employed Covid Support team, overseeing the delivery of £28bn in furlough grants. Earlier experience at HM Treasury includes positions as Private Secretary and Head of Office, Head of Tax Strategy, and Head of Business Rates, among others, with notable achievements in tax policy development and stakeholder engagement. Prior to HM Treasury, Ruth worked at HM Revenue & Customs as a Senior Policy Adviser and began a career at HM Treasury with various roles focused on tax and financial services.
