Justin Carter

In his role as Senior VP, Regional Operations, Justin oversees all operations at Penn’s properties in our Southern region, as well as all purchasing and procurement operations. He is also the Chair of Penn’s new Diversity Committee.

Justin began his career with Penn in 2015 as Assistant General Manager of Penn’s flagship operation in Charles Town, WV. Over the past several years, Justin has served as General Manager of Hollywood Casino Tunica, 1st Jackpot Casino, Resorts Casino in Tunica, Hollywood Casino Toledo and Hollywood Gaming at Mahoning Valley Race Course. Prior to Penn, Justin worked for seven years as a drug discovery chemist and later drug manufacturing process supervisor for Abbott Laboratories in Chicago. He has also served as a local-chapter board member for a number of nonprofit organizations, including CHIPS, Talbert House and the American Cancer Society.

Justin holds a bachelor’s degree with a concentration in chemistry and biology from Dartmouth College and an MBA from Purdue University. He is a native of New Orleans, LA.
