Carmen J. Bloom has a diverse work experience. Carmen J. currently serves as the Chief Legal Officer at the Pennsylvania School Boards Association, where they oversee legal matters and acts as the designee for the CEO on the Public School Employees Retirement System Board. Prior to this, they held the position of Senior Director of Legal Services at the same organization, where they edited a bi-weekly newsletter and provided training on legal issues relevant to school districts.
In addition to their legal career, Carmen has also worked as a Certified SPRINT Coach, Certified Les Mills CORE Instructor, and Certified BODYPUMP Instructor at Les Mills US. At the County of Berks, they served as an Assistant County Solicitor, supervising and training Assistant County CYS Solicitors and representing Berks County Children & Youth Services in Dependency Court proceedings.
Carmen has also been involved in the pageant industry, holding the titles of Mrs. Pennsylvania United States 2019 and Mrs. Pennsylvania International 2018. During their tenure, they advocated for campaigns such as "Start by Believing" and the American Heart Association Go Red for Women campaign.
Carmen J. has also worked as an Attorney at Safe Berks, providing legal representation and support in cases of Sexual Violence Protection Orders and Protection from Abuse. Carmen has also worked as an Attorney at the Berks County District Attorney's Office, where they prosecuted criminal cases and played key roles in high-profile prosecutions.
Earlier in their career, Carmen worked as a Concierge, Consultant, and Bridal Show Model at In White, LLC, and as a Law Clerk to the Honorable Rudolph A. Filko, J.S.C. at the Superior Court of New Jersey.

Carmen J. Bloom attended various universities throughout their education. Carmen J. obtained a Bachelor of Arts degree in Political Science and Government from Kutztown University of Pennsylvania in 2009. Prior to that, they studied Philosophy at the University of Minnesota Duluth but did not complete a degree. In 2005, they also pursued studies in Political Science and Communications at Elon University without completing a degree. Finally, Carmen J. Bloom went on to earn a Doctor of Law (J.D.) from Seton Hall University School of Law in the years 2009 to 2012.
