Justin Holder

Justin Holder is a Senior OSP Engineer at Underline since October 2022, focusing on designing and constructing open access fiber-optic networks to enhance community infrastructure across the United States. Simultaneously, Justin has been serving as a Geographic Information System Specialist at Plummer Associates, Inc. since August 2021, where responsibilities include developing interactive maps, analyzing utilities, and processing orthoimagery. Previous experience encompasses roles as a GIS Developer at Foresite Group and as a GIS Analyst at Ervin Cable Construction LLC, Actavo, and The Banks Group, where Justin developed automated processes and maintained data integrity related to GIS and telecom design. Justin began a career in GIS as a Technician with the City of Austin and holds a B.A. in Geographic Information Systems from Texas State University, earned in 2009.
