Fred Cartes

Fred Cartes is an experienced program manager and federal contracts manager currently at Pond & Company since October 2017. Previously, Fred served in various roles at the US Army Corps of Engineers from October 2012 to October 2017, including contracting officer and project manager. Prior to that, Fred was a contract specialist with the Marine Corps Systems Command and held executive positions at Arthur Rutenberg Homes and Legacy Homes Design and Construction, Inc. from February 2004 to October 2012. Fred began a career in the US Navy from 1980 to 1986. Fred holds a Master of Public Administration (MPA) in Government Contracting and Acquisition Management and a Bachelor of Arts (B.A.) in Political Science/Pre-Law Studies from the University of West Florida.
