Richard Card is an experienced Chief Inspector with a demonstrated history in construction oversight, currently at Popli Design Group since May 2011, where responsibilities include supervising the reconstruction of the New York State Thruway. Prior roles include Construction Consultant on the Parksville project for NYSDOT and Assistant Project Coordinator for a trailways facility in Rochester, NY. As a NICET Level 3 Senior Inspector, Richard oversaw the final commissioning of the new Amtrak railroad station, and previously served as Senior Inspector at Pike Construction and Consultant for Watts Engineering & Architectural, focusing on concrete and soils inspection. Richard holds a Bachelor's degree in Civil Engineering Technology from Rochester Institute of Technology and an Associate of Science from Erie Community College.
