Lucy Howard

Lucy Howard is an experienced planning professional currently serving as the Head of Planning Policy at Portsmouth City Council since November 2022. Prior to this role, Lucy held the position of Planning Policy Manager at the South Downs National Park Authority from July 2014 to November 2022, where significant responsibilities included handling approximately 4,000 planning applications annually. Lucy's earlier experience includes serving as a Senior Planning Officer at Havant Borough Council from August 2008 to July 2014, leading various strategic planning initiatives and securing government funding for infrastructure projects. Lucy's career began as a Planning Policy Officer at Gosport Borough Council, where foundational work on evidence-based studies and developer contributions was completed. Lucy holds a Master of Arts in Town and Country Planning from the University of the West of England and a Bachelor of Arts in Geography from the University of Sussex.
