Courtney Bower

Senior Fellow at Portulans Institute

Courtney Bower is a Senior Fellow at Portulans Institute, engaged in the Oxford-affiliated Ukraine Case Studies project, and has previously served as a Fellow constructing a reduced form of the Global Innovation Index for the U.S. As a Research Analyst at the Cornell Program in Infrastructure Policy, Courtney leads a research initiative on Ukraine reconstruction and manages grant writing efforts. In addition, Courtney is a Just Places Lab Research Assistant at Cornell University, acting as Co-PI and project manager on significant grants, providing comprehensive support across research, writing, and organizational tasks. Previous roles include contractor and intern with the United Nations Office for Disaster Risk Reduction, Freelance Writer and Author, Teacher of English as a Foreign Language for the Peace Corps, Field Marketing Specialist at InteliSecure, and Teacher of English as a Foreign Language with Teach and Learn with Georgia. Academic qualifications include a Doctor of Philosophy in Regional Science and a Master's degree in City/Urban, Community and Regional Planning from Cornell University, and a Bachelor of Science in Mass Communications from Kansas State University.
