Jessica Raines has a diverse work experience with various roles and responsibilities. Jessica is currently working as the Deputy Director in the Compliance Division at the Postal Regulatory Commission since December 2021. Prior to this, they held multiple positions at the United States Postal Service (USPS), including Manager of Advanced Strategic Research and Strategic Research Analyst in the Advanced Strategic Research department from May 2020 to December 2021. Jessica also worked as an English Teacher at English Opens Doors, Chilean Ministry of Education from July 2018 to November 2018. Before joining USPS, they were a Public Policy Analyst and Specialist at USPS OIG from July 2012 to June 2018. Jessica also has experience as an AmeriCorps Member at the Literacy Council of Northern Virginia and as a Byrne Grant Administrator at Region Ten CSB. In addition, they interned at UNESCO, where they wrote articles for a blog and worked on a social media initiative, and at Harrisonburg Probation and Parole, where they performed various probation officer duties. Jessica's earliest work experience was as an intern at Gemeinschaft Home, where they worked with ex-offenders in a therapeutic community.

Jessica Raines attended James Madison University from 2005 to 2010. During their time there, they pursued a Bachelor of Arts degree in Justice Studies, a Bachelor of Science degree in Psychology, and a Master of Arts degree in Political Science.

Postal Regulatory Commission

The Commission is an independent agency that has exercised regulatory oversight over the Postal Service since its creation by the Postal Reorganization Act of 1970. Initially, that oversight consisted primarily of conducting public, on-the-record hearings concerning proposed rate, mail classification or major service changes, and recommending decisions for action by the postal Governors. The Postal Accountability and Enhancement Act (PAEA) enacted on December 20, 2006, requires the Commission to develop and maintain regulations for a modern system of rate regulation, consult with the Postal Service on delivery service standards and performance measures, consult with the Department of State on international postal policies, prevent cross-subsidization or other anticompetitive postal practices, promote transparency and accountability, and adjudicate complaints. The law also assigns new and continuing oversight responsibilities to the PRC, including annual determinations of Postal Service compliance with applicable laws, development of accounting practices and procedures for the Postal Service, review of the Universal Service requirement, and assurance of transparency through periodic reports. New enforcement tools include subpoena power, authority to direct the Postal Service to adjust rates and to take other remedial actions, and levying fines in cases of deliberate noncompliance with applicable postal laws.
