Dr. Earl W. Powers (Bill)

Dr. Earl W. (Bill) Powers is a distinguished Research Fellow at the Potomac Institute for Policy Studies since January 2007, specializing in strategic consulting and public policy analysis. Powers has held a similar Research Fellow position in the Futures Assessment Directorate of the Futures Division, DC CD&I, since April 2013, following a tenure at the Marine Corps Warfighting Lab and Deputy Director at the Marine Corps Center for Lessons Learned. Prior experience includes serving as a Senior Analyst at Computing Technologies and a Colonel/aviator in the United States Marine Corps from 1967 to 2000. Academic credentials include an EdD in Organizational Leadership from Nova Southeastern University, an MS in Business Administration from Boston University, and a BA in Economics and Political Science from the University of Central Florida.
