Stacy Baxter

Stacy Baxter is PotomacWave’s Director of Business Development and Strategic Partnerships. Stacy has more than 8 years of experience in cradle-to-grave capture and proposal development for State, Local, education, and Federal Government contracting. Stacy began her career by assisting a large multi-national corporation with entering the public marketplace in the State, Local, and education sectors. Since joining PotomacWave, Stacy has focused on the growth of the pipeline through early-stage identification of contract opportunities, full capture development, budget analysis, business plan development for entering new markets, and managing the long-term outlook for acquiring new contract vehicles such as Blanket Purchase Agreements (BPA) and Indefinite Delivery Indefinite Quantity (IDIQ) contracts. She strongly believes in creating meaningful and mutually beneficial strategic partnerships for PotomacWave.

In 2019, Stacy led the Proposal and Business Development Team with her BOLDEST win yet—supporting the Department of State (DOS) Bureau of Diplomatic Security. Stacy led PotomacWave into a new space, with a new capability, AND in a full and open market. Developing the proposal stretched her capabilities and provided her with increased confidence to continue tackling the full and open market. Stacy looks forward to more firsts as PotomacWave transitions out of its small business status.
