Behar Xharra has a diverse and extensive work experience in the fields of international development, data analytics, and social good. Behar currently serves as the Lead - Partnerships for International Development and Humanitarian Assistance at Premise, where they utilize real-time data from individuals on the ground to inform decision-making. Prior to this, Behar worked as a Project Lead for the GenTrack Development Indicators platform at UN Women, focusing on human development in the Arab States region. Behar also served as an Account Executive at Dataminr, where they helped clients mitigate and manage crises through AI-driven solutions.
Behar has a background in tech startups as well, being a Co-Founder and COO of Keshif, a visual data analytics company that supports the international development community. Behar also held the role of Governance, Innovation, and Data Analytics Advisor at UNICEF and served as a Program Manager and Governance and Innovation Specialist at UNDP. Additionally, Behar has experience in consultancies, research, and advisory roles at various organizations.
Their earlier career included working at the Navanti Group as a Strategy Analyst, focusing on stabilization and political risk in complex environments. Behar also worked at Friedrich-Ebert-Stiftung as a Senior Researcher and Project Lead, specializing in digital and public diplomacy strategy.

Behar Xharra completed a Master's of International Affairs with a focus on Economic and Political Development from Columbia | SIPA between 2010 and 2012. Prior to that, they earned a Bachelor of Arts in International Studies from Earlham College, graduating in 2007. In 2006, Behar had a semester abroad at Jagiellonian University, studying Europe in Transition in Krakow, Poland.
