Kevin Phillips is currently the Director at PSC. Kevin has held many positions throughout their career, including Assistant Staff Judge Advocate, Fuel Liaison Officer, and Acting Deputy Staff Judge Advocate.

Kevin Phillips began their career as an Assistant Staff Judge Advocate at Joint Task Force - GTMO in November 2006. In this role, they provided legal support to service members, including representation in proposed administrative boards. Kevin also advised on legal matters concerning migrant operations. Kevin Phillips then deployed as a Fuel Liaison Officer with the Defense Logistics Agency in March 2004. In this role, they were responsible for monitoring the contractual delivery of fuel from Pakistan to Afghanistan. Kevin also negotiated with the Uzbekistan military on behalf of the USG concerning the payment for the rebuilding of the Uzbekistan fuel farm. Kevin Phillips returned to the 80th Training Command (TASS) in December 2015 as Acting Deputy Staff Judge Advocate. In this role, they provided legal advice and support to service members.
