Chris Bulloch

Chris Bulloch is an experienced executive leader with a background in delivering major urban infrastructure projects. Chris currently leads the Integrated Solutions team at Urban Utilities, and has previous experience working with KBR, Inc. and WaterNSW.

At Urban Utilities, Chris is responsible for overseeing the delivery of the $4 billion capital investment plan, and has implemented a Program Management Approach (PMA) to enable an integrated approach to the end-to-end planning and delivery across the Planning, Capital Delivery and Operations functions.

Previously, as Executive Program Director at KBR, Inc., Chris managed urban regional project delivery, business development, and operational implementation of the Engineering and Construction business strategy. Chris also developed and established policies, strategies and operating objectives to ensure efficient and effective implementation of major projects tied to strategic organisational priorities. Under their leadership, the company won 3 major projects, resulting in business revenue growth and brand presence.

During their time with WaterNSW, Chris served as Portfolio Director for the Portfolio Delivery Management Partner Contract, overseeing a $10 billion portfolio of projects which included new dams for Wyangala (650 GL capacity), Dungowan (22.5 GL capacity), and Mole River (100 GL capacity), as well as new weirs, pipelines and tunnels in rural and regional NSW.

Chris has also worked with the South Australian Water Corporation as Program Director and Client Organisation Partner (COP) on a $1.5 billion capital investment plan over a four-year period. In this role, they were responsible for Front-End Engineering Design / Owner’s Engineer (FEED/OE) in a partnership with South Australian Water.

Chris has proven himself as an effective leader in delivering large-scale urban infrastructure projects, with a track record of success in meeting organisational objectives while maintaining high standards of quality and safety.

Chris Bulloch has a Master of Engineering degree in Civil Engineering from the University of Technology Sydney. Chris also has a Master of Engineering degree in Engineering Management from the University of Technology Sydney. Chris has received the University Engineering Excellence Award for outstanding Academic Achievement from the University of Technology Sydney.
