Tiffany-Ann Taylor has a comprehensive and diverse work experience in transportation and planning. Tiffany-Ann is currently the Vice President for Transportation at Regional Plan Association since September 2021. Tiffany-Ann also holds the position of Visiting Associate Professor at Pratt Institute, starting in November 2021, where they teach a course on Transit Equity.
Prior to their current roles, Tiffany-Ann Taylor worked at the New York City Department of Transportation as a Deputy Director from March 2019 to July 2021. In this role, they managed various projects related to freight mobility, truck safety, and compliance initiatives. Tiffany-Ann also supervised the implementation of community engagement programs and task forces focused on truck safety.
From 2015 to 2019, Tiffany-Ann Taylor worked at the New York City Economic Development Corporation. Tiffany-Ann started as an Assistant Vice President, leading projects such as the Sunnyside Station and commuter regional rail capacity and operations within New York City. Tiffany-Ann later became a Senior Project Manager, where they led transportation improvement strategies for Staten Island and the College Point Corporate Park. Tiffany-Ann also provided support for the Temporary Ferry Service project.
Before their time at the New York City Economic Development Corporation, Tiffany-Ann Taylor worked as a Project Manager at the Suffolk County Department of Economic Development & Planning from March 2014 to August 2015. Tiffany-Ann gained internship experience at the NYC Office of Emergency Management, Suffolk County Department of Planning, New York City Environmental Justice Alliance, and the State of NY Metropolitan Transportation Authority.
Early in their career, Tiffany-Ann Taylor worked as a Program Assistant at Seedco from March 2007 to July 2008.
Throughout their career, Tiffany-Ann Taylor has demonstrated expertise in transportation planning, project management, and community engagement.
Tiffany-Ann Taylor has a Master's Degree in City & Regional Planning from Pratt Institute. Prior to that, they obtained a Bachelor's degree in Government and Sociology from William & Mary, which they completed between 2001 and 2005. Additionally, Tiffany-Ann has pursued studies in Comparative Urbanization, Disaster Planning, and Advocacy Planning at Istanbul Technical University. Tiffany-Ann also has experience studying Modern British Government and the Industrial Revolution at the University of Cambridge.

Regional Plan Association is an independent, non-profit civic organization that develops and promotes ideas to improve the economic health, environmental resiliency, and quality of life of the New York metropolitan area. We conduct research on transportation, land use, housing, good governance, and the environment, and advise cities, communities, and public agencies. Some of the region’s most significant public works, economic development and open space projects have their roots in RPA ideas and initiatives, from the location of the George Washington Bridge to the revitalization of downtown Brooklyn, Stamford, and Newark to the preservation of open space and development of parks in the Palisades, Governors Island and Gateway National Recreation Area. RPA has pursued these goals by conducting independent research, planning, advocacy and vigorous public-engagement efforts. Every year, leaders and professionals from government, business, and civic groups debate the region’s most pressing challenges at RPA’s spring conference, the Assembly. A cornerstone of our work is the development of long-range plans and policies to guide the region’s growth. Since the 1920s, RPA has produced four landmark plans for the region. The most recent was released in November 2017.
