Circe Black has a strong background in compliance and quality assurance within the behavioral health sector. Circe started their career in 2008 as a Social Worker at Commonwealth Catholic Charities, where they provided care coordination and case management for clients with behavioral, developmental, and substance abuse disorders. In 2009, they joined Richmond Behavioral Health and worked as a Quality Assurance Manager until 2015. In this role, Circe was responsible for managing compliance activities, program evaluation, critical incident reporting, and risk management. Circe also oversaw the Health Information Management Department and managed contracts and relationships with Managed Care Organizations. From 2015 until December 2021, they served as a Program Manager II in the Quality Division at Richmond Behavioral Health. Additionally, Circe worked as a Clinical Social Worker at VCU Health from 2008 to 2011.
Circe Black completed their education at Virginia Commonwealth University from 2006 to 2008, earning a Masters of Social Work degree with a focus on Clinical/Medical Social Work. Previously, they attended McMaster University from 2001 to 2005, obtaining a Bachelor of Literature degree with a specialization in English/French Literature and a minor in Women's Studies. In 2013, they obtained a certification as a Licensed Clinical Social Worker from the Virginia Department of Professional and Occupational Regulation.

Richmond Behavioral Health Authority (RBHA) is licensed by the Virginia Department of Behavioral Health and Developmental Services and is the statutorily established public entity responsible for providing mental health, developmental services, substance use disorders and prevention services to the citizens of the City of Richmond. Integrated services are available for adults, children and families through a central intake unit. Services are provided directly by staff of the Authority and through contracts with private providers in the community
