Francine Blackburn

Francine Blackburn is an accomplished executive with extensive experience in regulatory affairs, compliance, and risk management. At RBC since 1993, Francine has held multiple senior leadership roles, including EVP Regulatory & Government Affairs and Chief Compliance Officer, as well as EVP & Chief Internal Auditor. Notably, Francine developed RBC's first Liquidity Management Framework and Contingency Plan. In addition to previous roles at HomeEquity Bank and Aviva Canada as a Corporate Director, Francine's career includes significant experience at Royal Trust and Deloitte, where responsibilities spanned trading, treasury management, and audit services. Francine holds professional accounting designations and degrees from McGill University and the University of Toronto - Rotman School of Management.
