Frank Motley has a diverse work experience spanning several organizations. Frank started their career with the United States Marine Corps in 1987, where they held various roles such as Logistics Officer and Assistant for Officer Procurement. In 2003, they became the Executive Officer and Director of Support Operations for the Marine Corps' largest recruiting district.

In 2008, Frank joined Scripps Health as the Manager of Contracting, eventually assuming the role of Director of Contracting & Purchasing. In 2013, they became the Senior Director of Corporate Facilities & Support Operations, overseeing the strategic standardization and cost reductions of support services within a five-hospital IDN. Frank also served as the President and Chairman of the Board for the MCRD San Diego Museum Historical Foundation from 2013 to 2015.

Frank's most recent position was with the San Diego County Sheriff's Office, where they served as the Executive Director of the Management Services Bureau. This role involved executive oversight of business functions including finance, contracting, records, facilities, data services, fleet management, and wireless services. Additionally, they held the role of Reserve Commander for the Sheriff's Office.

Frank Motley attended Emory & Henry College from 1984 to 1987, where they obtained a Bachelor of Arts degree in English. Frank later pursued further education at Webster University from 1996 to 1999, earning a Master of Arts degree in Business Management.
