Keith Collins currently serves as the Director of Operations at Veterans Village of Santa Cruz since December 2020 and has held the position of Senior Policy Analyst at the Santa Clara County Housing Authority since June 2017. Keith Collins obtained a Doctor of Law (JD) from the University of Missouri School of Law and has pursued education at the University of Missouri-Columbia, School of Medicine.

The Santa Clara County Housing Authority (SCCHA) provides rental assistance to approximately 20,000 low-income households across Santa Clara County annually through the Housing Choice Voucher program. Furthermore, SCCHA also develops, owns, and manages over 2,900 affordable housing units - with close to 1,000 units in our current development pipeline. A key partner in the community’s effort to end homelessness, SCCHA provides rental assistance for over 2,700 formerly unhoused individuals and families. As part of HUD’s ”Move to Work,” SCCHA programs and properties are targeted to assist low-income households while helping residents become self-sufficient. The vast majority—more than 80%—of our households are extremely low-income families, seniors, veterans, persons with disabilities, and the formerly unhoused. Working together with landlords, housing developers, non-profits, and local governments, we strive to provide quality affordable housing and supportive services to as many individuals and families throughout Santa Clara County.
