Carrie Butler

Carrie Butler serves as the Deputy Director of Policy and Grant Strategy at SchoolAI since September 2025, while also being the Owner of Upstream Consulting since October 2020, which focuses on advancing health-related policy through community collaboration. Prior to these roles, Carrie was the Executive Director of the Utah Public Health Association from September 2021 to September 2025 and held the position of Policy Director at Action Utah from January 2017 to October 2020, where responsibilities included legislative lobbying and community advocacy. Carrie's earlier experience includes working as an Epidemiology Field Coordinator at the Utah Public Health Laboratory and as a Graduate Research Assistant at the Huntsman Cancer Institute. Carrie holds a Master's degree in Public Policy and a Master's degree in Public Health, both from the University of Utah, as well as a Bachelor's degree in Health, Society, and Policy from the same institution.
