Mr. Rocha began his career with South Central Los Angeles Regional Center (SCLARC) in 1997 as a Service Coordinator and in 2003 was promoted to the position of Fair Hearing & Complaints Coordinator. As the Fair Hearing Coordinator, he held informal mediations, participated in state level hearings, met mandated time frames for responding to hearing requests and informed staff of legislation as it pertained to individuals diagnosed with a developmental disability.

In 2004, Mr. Rocha was promoted to Program Manager, supervising a staff of fifteen Service Coordinators. In addition to supervising staff and managing the unit’s caseload, he was very instrumental in the development and implementation of SCLARC’s current case management program, Smart Chart. The program was designed to provide new tools and improve efficiencies in the Regional Center’s case management efforts.

In 2008, Mr. Rocha was named Assistant Director where he supervised four managers and worked with other Regional Center departments to further develop and implement the Smart Chart case management program intended to help the agency stay in compliance with yearly mandated changes under state and federal law. Mr. Rocha assisted the Director of Consumer and Support Services with the daily operations of the department to ensure compliance with all departmental mandates. While in this role, Mr. Rocha represented the agency and worked collaboratively with external stakeholders within the community and at the state level and developed relationships with multiple generic resources.

In 2018, Mr. Rocha was named the Director of Consumer Support Services. Mr. Rocha leads management staff and support services for over 14,600 individuals and their families. Mr. Rocha provides oversight to fourteen case management units and over two hundred Department of Children and Adult Services staff. Mr. Rocha is responsible for serving as the point of contact for internal and external federal and state audits, attends and participates in Board of Director meetings, mandated Townhall meetings, and any appropriate state and local agency committees. Mr. Rocha works in conjunction with the Executive Director and Board of Directors to establish and implement policies and programs. Mr. Rocha represents SCLARC in ARCA statewide meetings and is a point of contact for the Department of Developmental Services regarding case management. Mr. Rocha maintains professional working relationships with generic agencies, SCLARC stakeholders and organizations in the community to ensure that the department continues to meet the needs and provides person centered services to the individuals served by the Regional Center.

Mr. Rocha received his Master of Science degree in Health Care Management from the California State University, Los Angeles and is a graduate of the National Leadership Institute on Developmental Disabilities from the University of Delaware.
