Michael Pogue

Michael Pogue is a Director with Secretariat based in London. He is a member of the Royal Institution of Chartered Surveyors and the Chartered Institution of Civil Engineering Surveyors and specializes in providing quantum expert services on construction and engineering-related disputes.

Mr. Pogue has held multiple positions as a consultant quantity surveyor across the life cycle of a project including procurement, contract management, valuation and the preparation or defense of claims. He has consulted on major construction and engineering projects in most global regions and across multiple industry sectors including residential and commercial building (new build and refurbishment), infrastructure (aviation, rail and highways) and energy (power, utilities, energy from waste).

With this experience, Mr. Pogue is highly skilled in providing analysis and opinion on all types of construction claims such as change/variation of scope, prolongation, acceleration, disruption and other indirect cost claims including loss of overhead and/or profit and finance charges.

Mr. Pogue has been appointed as a quantum expert on numerous occasions and his written evidence and analysis has recently been described as the “gold standard” by his instructing lawyers.

Mr. Pogue is also dual qualified as a barrister and is a member of the Honourable Society of the Inner Temple. This provides him with a deeper understanding of evidential and procedural aspects when providing expert opinion in international arbitration and commercial litigation.
