Patrick Chan

Patrick Chan is a Quantity Surveyor and an Associate Director with Secretariat in Hong Kong. Mr. Chan has over 20 years’ experience in the industry to advising clients on issues involving contract and commercial management and claims preparation. He has extensive experience in the assessment of loss and expense claims, variation valuations, building and civil engineering works measurement issues and re-rating matters.

Prior to joining Secretariat, Mr. Chan was a senior consultant with an international form of construction contract consultants specializing in construction contract consulting services. Mr. Chan was seconded to a major Express Rail Contract in Hong Kong to advising the Client across a wide range of claims, quantity surveying and commercial management and strategic issues.

Mr. Chan has also provided claims management and contract advisory services to employers and contractors on projects in Macau, PRC, UAE, Saudi Arabia, Indonesia and Singapore. Mr. Chan is familiar with different forms of construction contracts commonly used in the industry and he also has extensive experiences in assisting the appointed quantum expert in preparing expert reports on quantum matters and assisting in mediation and arbitration proceedings.

Mr. Chan received a bachelor’s degree in construction economics and management and a bachelor’s degree in Laws. Mr Chan is a member of the Hong Kong Institute of Surveyors, a member of the Royal Institution of Chartered Surveyors and a Registered Professional Surveyor (Quantity Surveying) in Hong Kong.
