Mr. Quinn has served as General Counsel & Secretary of the Flight Safety Foundation for the past 20 years. He is a Principal at International Aviation Law PLLC. He has more than 30 years as a top-ranked aviation lawyer providing services to international airlines, airports, aerospace companies, security companies, online travel agents, and private equity firms. Among other matters, he represented security screening companies after 9/11 and served as Chair of the US Department of Transportation (DOT) Task Force on Aviation Security and Intelligence after Pan Am 103. Mr. Quinn led the Aviation, Aerospace & Transportation Practice at the law firm of Pillsbury Winthrop (1993 – 2017), and served as Global Chair, Aviation, at the law firm of Baker McKenzie (2017 – 2020). Mr. Quinn is a Fellow of the Royal Aeronautical Society and serves as counsel to its DC Branch and on its Members Services Board. Additionally, Mr. Quinn served as Chief Counsel for the U.S. Federal Aviation Administration (FAA) (1991-1993) and as the Counselor to the DOT Secretary (1989-91). He served as Vice-Chair of the International Civil Aviation Organization (ICAO) Task Force on Safety Information Protection and is a frequent lecturer and moderator throughout the industry, including the International Air Transport Association (IATA), McGill Institute of Air and Space Law, and the International Institute of Air and Space Law at Leiden University. He served as Chair of the American Bar Association Forum on Air and Space Law (1994-96), and was Editor-in-Chief of its publication, The Air & Space Lawyer, for 13 years. Mr. Quinn holds a J.D. (with Honors) from DePaul University College of Law (1985), and a B.S. in Finance from Northern Illinois University (1982).
