Catherine Carter

Catherine Carter is an experienced urban development and strategic planning professional currently serving as the Head of Strategy and Performance at Selwyn District Council since April 2025. Prior to this role, Catherine was the General Manager of Urban Development at ChristchurchNZ from November 2020 to April 2025, contributing to sustainable economic development in Ōtautahi Christchurch. Catherine's background includes positions such as Development Manager at Development Christchurch Limited, where the focus was on the city's regeneration post-earthquake, and Senior Planner/Project Manager at Beca, aiding the Christchurch rebuild. Catherine also led urban regeneration initiatives in London with the London Borough of Camden and Haringey Council, and provided planning consultancy as a Sole Trader. Educational qualifications include a Master's in Regional and Resource Planning and a BA (Honours) in Geography and History, both from the University of Otago.
