Roar Olsen has worked in various roles since 2002. From 2002 to 2008, they were a Section Manager and Project Manager at Statens Pensjonskasse, where they were responsible for managing internal Project Managers and internal consultants, as well as a major project improving financial processes, IT development and new strategic sourcing of services. From 2008 to 2009, they were a Project Manager at Storebrand. From 2009 to 2011, they were a Director and Avdelingsdirektør at Brønnøysundregistrene, responsible for leading Altinn. From 2011 to 2016, they were a Director and Avdelingsdirektør at Helsedirektoratet, responsible for citizen ehealth services and the national welfare technology programme. From 2016 to 2017, they were a CEO and Administrerende direktør at UNINETT. From 2018 to 2020, they were a Director General and Direktør at Unit – Direktoratet for IKT og fellestjenester i høyere utdanning og forskning. From 2019 to present, they have been a Board Member and Styremedlem at Norsk Helsenett SF. Roar is currently a Board Member and Styremedlem at Helgelandssykehuset Hf and will become a CEO and Administrerende direktør at Sikt – Kunnskapssektorens tjenesteleverandør in 2022.

Roar Olsen received their MBA in Strategic Management from the Norwegian School of Economics (NHH) in 2005. Prior to that, they earned a Master of Management from BI Norwegian Business School in 2003, with a focus on Project Management, Team and Executive Management. Roar also completed a Bachelor's degree from The Norwegian Military Academy in 1999, with a focus on Military Technology, Strategy, English, Administration and Leadership. Roar Olsen began their education journey in 1992 at Krigsskole 1, where they studied Administration, Leadership, Strategy, English and History.
