Scott R. Rugg is currently the VP of Corporate Tax at Snap-on. Prior to that, they were the Director of Global Tax at Briggs & Stratton from April 2012 to June 2021. In that role, they provided leadership and strategic direction for the global tax function by developing strong relationships with the corporate controller group, treasury & business unit leaders. Scott was also responsible for effectively building, developing, mentoring & leading a high performance team that contributed significantly to the organization's financial performance through the development and implementation of tax strategies that minimized federal and state taxes.

Some notable accomplishments during their time at Briggs & Stratton include leading an updated global transfer pricing study that resulted in $1.5 million of annual effective rate improvement, leading the tax planning and execution of a global research and development credit study that resulted in $12 million of incremental effective rate and cash tax benefit, and successfully leading the appeal of a $10 million income tax audit dispute with the IRS that resulted in no adjustment to the tax position taken.

Scott also led the tax planning process of a New Market Tax Credit expansion project that provided $25 million of cash savings and accelerated return on investment, as well as the tax planning and due-diligence process for an $80 million acquisition of two U.S. manufacturers. In addition, they directed the successful implementation of a new sales/use tax operating system that integrated with the global ERP go-live, which allowed for a reorganized tax department that reduced headcount while improving productivity.

Finally, they negotiated $10 million of credits and incentives with state & local officials associated with the on-shoring of a foreign joint venture back to the U.S., and led the successful computation & implementation surrounding the adoption of the Tax Cuts and Jobs Act under U.S. tax reform.

Scott R. Rugg holds a Bachelor's degree in Accounting from Marquette University.
