Joe earned a Bachelor's degree in Business Administration and Management from Wesley College, Delaware from 1992 to 2001. Following that, they pursued an Associate's degree in Computer/Information Technology Administration and Management at the Community College of the Air Force, completing it from 1983 to 2003. Finally, they obtained a Master's degree in Information Systems Technology from Trident University International, where they studied from 2002 to 2006.
