Joshua Manning is an experienced planner currently serving as Planner IV at the South Central Planning and Development Commission since February 2008, where responsibilities include strategic planning, GIS coordination, and economic development, as well as administration of the Houma-Thibodaux Metropolitan Planning Organization for transportation planning. Prior experience includes a role as Youth Pastor at Victory Assembly of God, where mentoring and public speaking skills were developed. Joshua's career began as a Transportation Surveyor with the South Central Planning and Development Commission from 2003 to 2005, during which foundational skills in traffic counting and data analysis were acquired. Joshua earned a Master of Urban and Regional Planning from the University of New Orleans (2012-2016) and a Bachelor of Arts in English Language and Literature from Nicholls State University (2000-2005).

South Central Planning and Development Commission

SCPDC South Central Planning and Development Commission performs a variety of services to meet the ever changing needs and challenges of its member governments - St Charles, St John, St James, Assumption, Lafourche and Terrebonne Parishes and the six municipalities contained within. These services include long range planning, state and federal liaison, current issues, membership services and services to business and citizens. We also house the Houma -Thibodaux MPO and do transportation planning in all six of our parishes. In all, South Central Planning is a diverse, ever changing Commission serving many different constituencies - made specially for (and by) local governments in the South Central Region of Louisiana. Members of the MPO include local government officials as well as representatives from the Louisiana Department of Transportation and Development, the Federal Highway Administration, and the Federal Transit Association.
