Constance Hubbard is an experienced educator and musician with a diverse background in teaching the German language at various levels, ranging from high schools to universities. Currently serving as a German Instructor for the South Dakota Board of Regents since August 2019, Constance has also taught at Thunder Basin High School and the South Dakota School of Mines and Technology. In addition to language instruction, Constance has worked as a freelance translator, converting technical and personal documents from German to English, and has actively participated in local theater and church music programs. Constance's extensive education includes multiple degrees in German, English, and Music, highlighting a strong commitment to both language and the arts.

The Board of Regents has constitutional authority to govern the system of public higher education in the state of South Dakota. The Board, supported by an executive director and staff, provides leadership and sets policies for programs and services delivered by its six public universities and two schools serving special K-12 populations.
