Thomas Livingston

Thomas Livingston has extensive work experience in various leadership and management positions within the defense and cybersecurity sectors. Thomas served as a Program Manager for OSD Technical Assessments Division's Cyber, Acquisition, Intelligence Group at Systems Planning and Analysis, Inc. Thomas also worked as the DOE Cyber Council Executive Secretariat at ActioNet, Inc., where they oversaw the implementation of cybersecurity initiatives across the Department of Energy.

Prior to this, Thomas held several roles at Headquarters United States Air Force A3O, including Deputy Director of Operations Readiness and Integration, C-130/MC-130H Instructor/Evaluator Navigator, and Division Chief of Irregular Warfare Requirements. Thomas contributed to the development of operational guidance and doctrine in support of Air Force capabilities for irregular warfare.

Thomas served as the Commander of the 36th Contingency Response Group, leading a team that executed contingency response and humanitarian relief operations across multiple countries. Thomas also served as the Chief of Staff of the Deputy Directorate for Special Operations/counterterrorism at Joint Staff J3, where they advised the Chairman of the Joint Chiefs of Staff on special operations and detainee operations.

In addition, Thomas worked as a National Defense Fellow/Research Analyst at the Congressional Research Service, providing analysis on defense-related legislative oversight issues. Thomas also served as a Squadron Commander for the 1st Special Operations Squadron, commanding combat aircrews and aircraft in special operations missions.

Earlier in their career, Thomas served as a Special Assistant for Legislative Affairs at Special Operations Command and as a Flying Hour Program Manager at Air Force Special Operations Command.

Thomas Livingston received their Bachelor of Science in Business Administration (BSBA) with a focus on Finance from the University of Florida, where they studied from 1983 to 1986. Thomas then pursued their Master of Business Administration (MBA) from Touro University, although the start and end years for this degree are not provided. In addition to their degrees, Thomas Livingston obtained a certification in Project Management Professional from the Project Management Institute in July 2017.
